MTHexapod: report strut position error

      Description

      The low-level MT hexapod controller reports strut position error but the CSC does not yet report it. Update the "actuators" topic to add position error. Are there other values that should also be reported? Is strut demand available?

      Update ts_mthexapod to write the new data.

            Agreed. I see no point to implementing this until the ts_xml freeze is nearly over.

            Release of ts_xml 12.1 is now approaching, so I will implement this. Also, I will do it in a way that is backwards compatible (for now; I filed DM-36424 to remove the backwards compatibility code later).
