DP0.2 testing (suit-2022.2.1 and suit-2022.4) appears to be showing that the online help is not up to date with the IPAC upstream. Numerous help links go to the help home page instead of to the specific pages. It is also possible that some help may never have been written and isn't even in the upstream.

- Update Portal online help from upstream as needed
- Write missing help text and deploy, as needed (these should be additional ticket(s) unless they are trivial)
