photutils 1.5.0 enforces an odd-sized filter, causing failures in the Spectractor tests (and presumably normal usage as well, as the size appears to at least default to 10x10).

For now, pin photutils in rubin-env 4.0.1 (and 4.1.0) to 1.4.0 which does not enforce this restriction.
