Spectractor filter size is incompatible with photutils 1.5.0

      Description

      photutils 1.5.0 enforces an odd-sized filter, causing failures in the
      Spectractor tests (and presumably normal usage as well, as the size
      appears to at least default to 10x10).

      We have temporarily pinned photutils to 1.4.* to keep the stack building.

            DM-35647 has merged, so pin can be removed and rubin-env-5.0.0 unstuck, I believe.

            Not sure what should happen to this ticket, perhaps Invalid/Won't Fix, but will leave it open in case it's useful for the unpinning work or something (though I suspect that will happen on the rubin-env update ticket)
