cassandra-driver, openorb, palpy not available on osx-arm64

      Description

      While cassandra-driver may soon be available on osx-arm64, we only need it on linux64 for Prompt Processing. No Macs will be connecting directly to the APDB.

      The other packages are for Sims.

          I guess it's conceivable that someone will want to run local test code against a (local or remote) test Cassandra, but I'm willing to wait until that becomes necessary.

          Since palpy is mine I really should enable the arm port. Sims should be using pyerfa now though.
