Remove pipe_drivers from lsst_distrib

      Description

      pipe_drivers is no longer used by pipelines as of DM-19852, but removal from lsst_distrib requires a deprecation period.

      We have decided that announcing the deprecation in v24 and removing after v25 is a reasonable deprecation period. The fix for user code is trivial, changing pipe.drivers to pipe.tasks in their pipeline yaml.

            When will we be confident that w48 is going to be v25 for real? As soon as we know for sure we aren't going to move to a later weekly I can merge this trivial PR and finally remove daf_persistence.

            The change is trivial. I'm awaiting your sign off that v25 is not going to shift to a 2023 weekly before I merge it.

            We reviewed the w_2022_48 RC2 rerun on the 19th https://confluence.lsstcorp.org/display/DM/DRP+Metrics+Monitoring+2022-12-19
            No surprises. Jeff is working on the characterization report as we speak.

            v25 is not going to shift.
