      atmospec has one Task that uses runDataRef and pulls in gen2 code. Clean it up.

          I've spoken to Merlin Fisher-Levine and he says that the makeFakeFlats script can go but the NightStellarSpectra class has to be ported to gen3.

          I have made a first attempt at switching NightStellarSpectra to gen3. The one missing part is how to get that extraction file from a butler.
