      Update the dockerfile to install and use labview 2020 as well as the latest develop branch. Also update to Alma Linux 8.

          See attached image for EUI display although its still broken due to several issues. EUI loads on Alma Linux 8 with labview 2020 but still not completely successful. The next step is to try and fix these issues with Tekniker's help.
