Add RSP's own MOCs to the "featured MOC" list in DP0.2 deployment

      Description

      While the RSP-hosted HiPS list is now supported in the data-int deployment of the Portal, the featured-MOC list is still the IRSA default.

      The request in this ticket is to figure out how to change this, and then change this, in the DP0.2 deployment to include (or even possibly be limited to) the embedded MOCs in the seven (eight? there's a new one now, I think) HiPS images built by Eli Rykoff.

      A subsequent ticket should look at what community MOCs might be useful for use in the AuxTel environment.
