Remove examples/ from package template

      Description

      Our templates package contains an examples/ path, with a SConscript for building any C++ files that get put there. Since we're not planning to continue using the examples directory as we have in the past, we should remove it from the templates so that we don't have an empty examples/ in every new package.

      This is part of the implementation for RFC-870

            Jonathan Sick: do you mind reviewing this removal of the examples directory and the one doc reference to it? I think I caught everything, but if I need to change any scripts, please let me know.

            Looks good, I think this should work. It may cause an error upon merging to main but that's only because the years in some copyrights will be out of date, but that can be easily updated later for the next template update.
