Make a new branch of ts_mtmount that controls everything except subsystems that won't be available when TMA testing resumes in September or October 2022: the oil supply system and top-end chiller.

This is like the no_ccw branch but starts from the current develop and supports the camera cable wrap.

Call this branch "fall22".

Note: this version will not have the special code from the no_ccw branch that prints the TMA clock error; I assume the TMA clock will be correct.
