      Description

Move the M2 cell LabVIEW code (ts_mtm2_cell) to new target cRIO-9049. I may need to following this: Moving Examples to a Different FPGA Target. Another reference: Deploying to Different Real-Time Targets from the Same LabVIEW Project.

Note. This ticket also contains the effort to replace the cRIO in base data center and supports the debug of ts_labview_tcp_json module in real-time target.

I deployed the cell controller to the new cRIO and can run the server code to control it now:

The CPU usage is ~5-7% in cRIO now.

Please help to review the PR:
            https://github.com/lsst-ts/ts_mtm2_cell/pull/6

I think only the second commit is meaningful in the review process.

            Thanks!
