A refactor of `hexbin()` in matplotlib 3.6.0 has broken fgcm, which passes in empty arrays while requesting log scaling, something that worked fine in 3.5.

Pin matplotlib until we can change the code and issue a new rubin-env or else until matplotlib fixes things.
