Remove ap_verify_hits2015 dataset

      Retire the ap_verify_hits2015 dataset using the standard package removal process, leaving it as a legacy package in lsst-dm.

            The ap_verify documentation (at minimum, Running ap_verify from the command line) has warnings to use caution when running entire datasets. Since we do not intend to create large datasets in the future, we should remove any such warnings (on all documentation pages) along with the ap_verify_hits2015 dataset.

            Thanks for agreeing to review this, Harshit Rai! In addition to moving ap_verify_hits2015 to https://github.com/lsst-dm/legacy-ap_verify_hits2015 (which is not really reviewable), there are four PRs: ap_pipe#145 (not visible in Jira sidebar), ap_verify#193, repos#145 (policy doesn't require a review, but I'm listing it for completeness), and lsstsw#313.
