Add LATISS filter transmission data

      Description

      Filter scans for the new LATISS filters exist, and should be added to obs_lsst.  Any translators needed to convert them into afw.image.TransmissionCurve objects will be added as well.

            The short answer for obs_subaru is no, because this new code so far only supports static transmission curves, and the ones in obs_subaru are spatially varying. That will require more thought/design. Doesn't mean there can't be a ticket, but there needs to be more than one ticket.

            I've added a ticket https://jira.lsstcorp.org/browse/DM-36936 that will attempt to convert obs_subaru to this format, either completely, or for the static curves with a followup for those that vary.
