Properly normalize the gain when it is used

      Description

      A small temperature-dependent linear trend has been observed in the measured gain values.  We currently use a fixed constant gain in ISR (to generate the variance plane, as part of the brighter-fatter correction, and implicitly in our current flat-fielding).
