The background flat will be used to remove multiplicative scalings from the image background.  Dividing by this image will yield a surface brightness image, from which additive effects (sky background and fringing) will be subtracted before the image is multiplied again by the background flat (so the application may be able to use the existing flat context manager).

Code to generate these background flats is needed, as well as support in IsrTask.
