Update the order of steps in IsrTask to match Calibpalooza recommendation

      Description

      Many of the proposed changes to ISR from Calibpalooza can be implemented with the current task.  However, if we wish to reorder any steps, additional logic needs to be added to ensure that all cameras supported by obs_ packages can be processed correctly (and match the calibrations used).
