      Description

      Since configurableActions and dataFrameActions depend mainly on pex_config and are the core of analysis_tools, the proposal is to move it to pex_config so many of the features of analysis_tools can be used without needing the whole stack to be installed.

      The moving code must follow the guidelines laid out in https://developer.lsst.io/stack/transferring-code.html#transferring-code-between-packages
