Change the target of ts_m2fpga to cRIO-9038. Right now, it is using the cRIO-9049, which will be moved to summit at the early next year (2023). This ts_m2fpga project needs to change the target for the support of C++ software development when the migration is done. After the development is done, the project needs to change the target back to cRIO-9049 to support the test with real hardware on summit.
