A change in conda 22.9 means that the PS1 environment variable is not properly passed through the shebangs in the conda, conda-env, and condabin/conda executable scripts, causing the resulting prompt to only contain the parenthesized conda environment name upon environment activation.

A temporary fix needs to be applied to either every place we install conda (newinstall, lsstinstall, lsstsw) or else to the newinstall container Dockerfile and the shared stack.
