This is a special use-case, where the regular characterizeImageTask isn't ideal, and really you just need some bits of the deblender to be run "manually".

Working with Fred Moolekamp (meaning him doing all the work and me watching), we wrote the code on DM-36976. This ticket is to add it to summit_extras, give it to Claire-Alice Hebert for testing to make sure the performance is OK and the API is acceptable, and then get it reviewed and merged.
