Add support for the Gill Windsonic 2D anemometer to ESS

      Description

      The Gill Windsonic 2D anemometer is producing data and the AuxTel ess01 Raspberry Pi can read the data. Now these data need to be collected by the ESS CSC. This ticket is for doing that.

      This ticket is also used for reorganizing some parts of the code.

          It turns out that support for this sensor already partially was there, albeit in a very generic form. This ticket is used for making it more specific to this particular type of sensor so it cannot be mistaken for a generic 2D anemometer placeholder. Also a mock windsonic formatter is added.
