      Description

      Improve the uniformity of the rate at which tracking commands are issued by the MTRotator commander. Also increase tracking advance time to 0.15 seconds, which is the value recommended by Tekniker.

          Copied from changes to ts_mtmount. Tested by running locally (since commanders are not properly unit tested).
