Fix donut template tests ts_wep, ts_phosim

      Description

      Between build 469 and 470 ts_wep started failing the CI build https://tssw-ci.lsst.org/job/LSST_Telescope-and-Site/job/ts_wep/job/develop/470/execution/node/49/log/ , which corresponds to no change of `ts_wep` code. The failures are in TestCutOutDonutsCwfsTask and test_generateDonutDirectDetectTask.  Simultaneously, ts_phosim has suffered similar regression https://tssw-ci.lsst.org/job/LSST_Telescope-and-Site/job/ts_phosim/job/develop/612/consoleFull  failing at TestCreatePhosimDonutTemplates

      This ticket is to fix the failing tests.
