If brightObjectMask is unavailable proceed making Coadd without

      Description

      The bright star mask for PDR4 covers most but not all of the survey region. NAOJ requested for the mask to be applied when it is available but to proceed to make a coadd (and assuming emit a warning if it is not availabe)

            I finally loaded testdata_ci_hsc on the USDF (I apparently haven't needed this since the switch) and the quantum graph built (which it didn't do before this ticket). I'll wait for the full test to run (and for Jenkins to complete) before merging, but in case someone finds this ticket in the future (or needs to test something similar), modify Jim's command above to

            butler remove-runs DATA HSC/masks

            where the repo name DATA is required.
