Rename MTAlignment to LaserTracker and make an indexed SAL component

      Description

      Rename the MTAlignment XML to LaserTracker and the package from ts_MTAlignment to ts_lasertracker. Also change it to an indexed SAL component with two indices: MT and Other.

            I plan to rename the github repo to ts_lasertracker after this ticket is approved and merged. But unfortunately there is a moribund package named ts_laserTracker (no work on it in 4 years) that will make that confusing. Tiago Ribeiro could you please move ts_laserTracker out of the way (delete or archive it)?

            Merged all PRs to develop. Use DM-37354 to tag releases when ts_xml 15 is deployed.

            Renamed the repo to ts_lasertracker on github.

            Changed label ts_MTAllignment to ts_lasertracker on Jira.
