Troubleshoot M1M3 support issues occuring after upgrade

      Description

      Version 90-gbc9461e runs fine (except it's unable to open air valve, which is probably a HW issue). Version 98-gf37c31d isn't able to readout ILC data.

          There needs to be sleep after powering up buses to allow ILCs to boot up and operate. Otherwise, this error will be reported:
