Documenteer: Resolve emergent GitHub Actions issues

      Description

      Over the holidays we got emergent GitHub Actions failures in the periodic CI. These could partially be due to the Tox 4 release, but also seem to be related to emergent typing issues or black formatting updates.

      Also drop the use of the tox-pyenv plugin, which is incompatible with tox 4.
