Fix UPS tables in ts_wep, ts_phosim

      Description

      The Jenkins build failed for ts_wep https://tssw-ci.lsst.org/job/LSST_Telescope-and-Site/job/ts_wep/job/develop/534/console and https://tssw-ci.lsst.org/job/LSST_Telescope-and-Site/job/ts_phosim/job/develop/675/console with an error message

      setup: in file /home/jenkins/workspace/elescope-and Site_ts_wep_develop/ts_wep/ups/ts_wep.table: Product daf_persistence not found

      indicating that the ts_wep.table  (and analogous table for ts_phosim) includes outdated content. This ticket is to fix these tables.

            Fixing `ts_wep` UPS table also solved `ts_phosim` build issue because it linked back to `ts_wep`: https://tssw-ci.lsst.org/job/LSST_Telescope-and-Site/job/ts_phosim/job/develop/681/console No other AOS package has `daf_persistence` in UPS table anymore.
