Setup OSPL so it can be used by all users on m1m3-dev

      Description

      OSPL daemon, providing history and other services, can be run for multiple users. It of course need to run with a user/group, accessible to all.

      Setup m1m3-dev so ospl is started on boot-up and accessible by all users on m1m3-dev.

          There is PR:

          But we might want to move instruction & setup files to a better location (ts_opensplice?).
