Be friendlier to New Users on Discourse

      Description

      Please adjust New Users thresholds so that the following common use case on Discourse will work:

      1. I have a question/thread I'm really interested in so I join.
      2. I post answers, questions, and links. I'm probably going to be heavily involved in this thread (it's why I bothered to create an account, after all).

      The current defaults allow me only 3 replies, posting of 2 URLs, and no attachments. I don't know what the exact values should be, but the current defaults don't seem to work for what would seem to me to be a pretty common use case.

          I have

          1. Increased the number of posts a new user can make until someone replies back to them to be 5 (which solves your issue)
          2. Increased number of links a new user can add to 10
          3. Increased number of images a new user can add to 2
          4. Increased number of attachments a new user can add to 2

          I have also moved the entire existing community.lsst.org user base to Level 1 trust (except for those that look like possible spam accounts). Hopefully as community.lsst.org becomes a knowledge base new users will automatically move up to Level 1 organically quite quickly before needing to make their first post.
