It happens mostly during the tests, as those are automatic. If the mirror is in Standby and air valve is closed, not enought air pressure is build up as "raise" command is issue (as the air valve open shortly before).

The system shall be as nice to operators as possible. Therefore let's add wait for air pressure build-up if the valve was opened recently before raise will start.
