Update dax_obscore for daf_relation and daf_butler changes

      Description

      Introduction of daf_relation changed some interfaces in daf_butler, and I did not try to build dax_obscore since then. DM-37276 PR now fails due to those changes, and I need to update dax_obscore to work with latest version of everything.
