      Description

      A CSC needs to be developed for the spectrum analyzer. After talking to Andy it seems best to add this to the ESS CSC. A DataClient and XML for the telemetry are needed. This ticket is for doing that.

            I discussed the telemetry with Brian and we are going to store all 751 samples that are emitted every second. See the attached file 2023-03-01T00_00_04.csvfor an example of the data emitted every second.

            Please consider a follow-on ticket to allow the user to configure the spectrum analyzer's range (tweaking it as needed to get the required # of points).
