Add obscore table to summit repos

      Description

      Similarly to what has been done at USDF repo embargo (DM-37824), we now need to add obscore table to two butler repos at summit (/repo/LATISS and /repo/LSSTComCam).

      There may be some differences in configurations related to collection names, will need to check whether the embargo config file can be reused.

            Things that need updates:

            • obs_collection, should we call it LATISS_LIVE_SUMMIT and LSSTCOMCAM_LIVE_SUMMIT?
            • collections (will expand below)
            • dataset_types may be OK, but their datalink_url_fmt will need to be different.

            Actually, I just realized that I needed to check whether pg_sphere extension is installed, before we can do anything at all. Of course, it is not there, so the first step is to update Postgres installation and include pg_sphere. Kian-Tat Lim, Gregory Dubois-Felsmann, do you know who can help us with that?
