Configure initial watcher alarm escalation.

Start with:

• ATCameraDewar: escalate to the "atcamera" squad.
• DewPointDepression: escalate to the "weather" squad.
• Heartbeat and Enabled: escalate to the "control_system" squad. Escalation of these rules awaits deployment of ts_watcher 1.13. The alarms for earlier versions will never go to CRITICAL state, and so will never be escalated.

The squads and members are managed on the SquadCast site. The people who have SquadCast accounts and have asked to receive escalations are Brian Stalder, Patrick Ingraham, and Tiago Ribeiro.
These are the squads and members I have currently defined:
