Increase WeatherStation ESS:301 read timeout from 5 to 60 seconds

      Description

      The WeatherStation ESS:301 CSC read timeout is now configured to be 5 seconds and this causes the CSC to go to FAULT state occasionally. Increasing this to 60 seconds may fix it. This ticket is for doing that.
