Update config and schema version for ts_fiberspectrograph

      Description

      A recent-ish (March 10) merge to ts_fiberspectrograph develop branch has broken ts_config_ocs: the config files are not compatible.

      Needed changes:

      • In ts_fiberspectrograph update the schema version (specified in the title field)
      • In ts_config_ocs add a FiberSpectrograph/vx directory for the new version, copy the config files from the previous version and update them in the new directory
      • run ts_config_ocs unit tests to confirm the work
