Fix ts_ess_common build by moving data clients back to ts_ess_csc

      Description

      It turns out ts_ess_common cannot depend on salobj (at least as long as CSCs cannot run on RPis) so the data clients have to be moved somewhere else. Put them back into ts_ess_csc. Delete the tags from DM-34791 and re-tag as needed.

            ts_ess_controller needed no updates.

            For the other packages using git to revert a few commits did 99% of the work. I just had to tweak some documentation after that. I alsoI deleted the new tags and force pushed main back to the previous tag.
