Enable crosstalk correction for LATISS

      Description

      Although DM-37819 still needs some clean up before it will be ready to merge, it should create a usable set of crosstalk coefficients soon.  This ticket will cover the creation of that calibration, the synchronization of it to the summit and main USDF repository, and the config change needed to enable use of the calibration.

            I have reviewed the PR, but do I need to wait for the other bits (including the summit) before I click Reviewed on the rest of the ticket?

            I'm happy to run any additional tests, but barring that, I think you're clear to check reviewed on this ticket.  Of course, I plan to wait until the summit is online and I have the calibration in place there to mark this as Done.

            I've uploaded the artifacts that I usually do for calibration production tickets (including PDF rendering of the notebook so plots can be checked easier).

            Only remaining step is to update the summit repo when it's powered back on.

            Crosstalk has been properly imported at the summit repo as well.  Final command log has been appended to this ticket, and I'm going to mark this ticket as done.
