Use latest miniconda with lsstsw and newinstall

      Description

      There is really no reason not to use the latest miniconda, as all this changes is the base environment, not the environment used for the Science Pipelines, and newer should always be better.

      Unfortunately, because of eups.lsst.codes paths, we have to keep the "py38_4.9.2" string, but we can still install the "latest" version internally.

            Tiny changes (+2 -1, +6 -6 including unused test fixes) with no noticeable side-effects, including eups distrib install from source.
