Move DbAuth class from daf_butler to utils package

      Description

      daf_butler has a small utility class DbAuth which implements reading secrets/password from a file. This class is useful outside daf_butler, in particular dax_apdb needs similar functionality. To avoid dependency on the whole daf_butler it would be better to move that class to utils package.

            Jim Bosch, could you check this update, rather trivial renaming, and there are no other clients of this class yet so it's limited to daf_butler and utils.
