SAL Kafka debug/test on Jenkins and TTS environments

      Description

      Build the appropriate SAL RPMs for C++/Java to support test and debug activities for SAL Kafka in Jenkins and TTS environments. Continue benchmarking throughput and latency as well as limitations on local installations. Upgrade to latest AlmaLinux 8 (8,8) and 9 on test VM's.
      Upgrade to latest Maven. Update SAL internal documentation.

          Quite a frustrating time of it. Worked extensively with Tiago to try and get the
          SAL C++ based CSC's to build and run on the TTS. Multiple issues with include files,
          enums, namespaces, AlmaLinux g++/glibc etc etc. Methodically knocked these down
          with multiple rebuilds, re-rpms, re-upload to Nexus cycles.

          Then it was on to running eg ATPtg only to find it did not behave as in my tests.
          Finally tracked that down (today) to a container configuration setting.
          Onwards.
