      Description

      Replace all use of the afw image pixel copy operator <<= with [:] in Python code.

      See DM-4102 for the C++ version. These can be done independently.

            I didn't want to create a pull request for each of these packages so I'm just going to put my comments here.

            obs_lsstSim(line 127): python/lsst/obs/lsstSim/processEimage.py missing space before = sign.

            Looks good otherwise.
