Butler: move configuration (.paf) file into repository

      Description

      We want to be able to keep the .paf file in the repository, with the data for which it provides configuration information.

      At least for the time being it needs to be optional; it looks first in the repository and second in the "old" location for the paf.

      In the case of a repository chain, the child should 'win'.

            My mistake: it was merged in branch tickets/DM-3591 and not any ticket relating to DM-4170. There is still an open tickets/DM-4170 branch.

            yup, done and done. If it needs to get switched from astropy to pyfits that should be doable under DM-4171.

            is there a good way to dispose of tickets/DM-4170? My understanding is I'm not allowed to delete it.

            It's confusing having a closed ticket with an open branch that was never used. I don't see a problem with deleting it as it seems to be a distraction. @ktl has final say.
