re-deploy lsstsw on Jenkins

      Description

      Pandas was added to the bin/deploy script in lsstsw to support sims development. This has already been merged to master in 4b1d1a0fa. The ticket is to ask that lsstsw be redeployed so the sims team can build branches that use pandas.

            Waiting on a PR attached to DM-4325 to be reviewed/merged so the build slaves only need to be redployed once.

            The new images break dax_imgserv. This might be due to the version of numpy supplied by conda changing.

            current slaves:

            numpy                     1.9.2                    py27_1

            I've done trial builds of current master for lsst_sims lsst_distrib qserv_distrib from base AMIs (packer "bento" generated):

            export CENTOS6_AMI=ami-974d85fc
            		 
            export CENTOS7_AMI=ami-3331f958

            ami-3331f958 has a conflict with the yum and yum-cron packages. See https://bugzilla.redhat.com/show_bug.cgi?id=1293713 . Begrudgingly, I'm going to fix this manually by updating the yum package instead of rebuilding from the packer templates in the interest of saving wall-clock time.
