Rather than trying to turn Word/LaTeX documents into true HTML documents, lets allow those documents to remain true to their PDF form while also being technotes.

Technote HTML will wrap the PDF document, allowing a reader to download the PDF.
The PDF will be stored by Git (perhaps even Git LFS). It will be up to the author to build the PDF.

By adopting/extending the standard technote project format, we retain the standard metadata.yaml that will allow technotes to be indexed.
