      There is currently very little documentation on how to create a new obs package. Russell gave a presentation at the 2015 DM bootcamp on this that would be a good starting point.

            John Swinbank I don't think this ticket looks like it should be a SQuaRE ticket. Documenting obs packages is important although a lot of it is in flux as we remove all the gen2 code at some point. I've also linked in the related ticket DM-20994.
