FITS files need to be self-documenting

      Description

      The stack serialized FITS files need to be self-documenting, i.e. the HDUs need to have documentation in the headers that describe the data. Otherwise people using the FITS files don't know what's in the files and how to interpret them. This is especially true for people working outside the stack environment, like the IDL wrapper/workflow that Nidever is developing for the verification datasets effort.

            Nidever is developing an IDL workflow to run the verification datasets through DRP. In order to write the code he needs to know how to interpret the data in the FITS files that the stack outputs, i.e. the need to be self-documenting.

            "Self-documenting" must include the specification of units in all table columns where appropriate, including the specification of units when writing geom.Angle columns.
